Special used battery deposit containers were to be found in most
consumer electronic shops in Germany as far back as two years ago.
I presume that the container contents were then rendered harmless
or recycled.  All Germans I talked to, were very concious of the fact
that batteries should not be thrown away with normal garbage.  (Actualy
the was no normal garbage, I witnessed households sorting their garbage
into paper, glass, aluminum, foodstuff that could rot, batteries and
the rest). 
[This is getting away from sci.electronics, I have changed the followup
